How do I give a car as a gift out of state?

I was wanting to give a car to my brother who lives in Louisiana. I currently live in Maryland but the car is back in La and has never been registered in Maryland. I know La requires an act of donation form that's notarized along with the title. So, my question is can I take a louisiana act of donation form to the notary here in Maryland. Will they notorize it? Or do I need the maryland one even though the car has no ties to Maryland? I only live here now. i think the Maryland form may require proof of insurance but the car hasnt been drivin in 2 years.
